AL SB141

Prohibits discrimination against state employees and prospective state employees in hiring, promotion, discipline, or termination based on race, color, religion, national origin, ethnicity, sex, sexual orientation, gender identity or expression, disability, or age.

Allows discriminated state employees or prospective employees to file complaints with the State Personnel Department.

State Personnel Department may adopt rules under the Administrative Procedure Act to implement the discrimination complaint process.

Explicitly prohibits private causes of action and bars civil damages, penalties, or liability against the state or state employees for violations of this act.

Effective on the first day of the third month following passage and approval by the Governor.
