• Prohibits the state from refusing to license, renewing licenses, or taking adverse action against child placing agencies that decline placements conflicting with their sincerely held religious beliefs, provided they comply with Minimum Standards for Child Placing Agencies.

• Defines "child placing agency" as a private child-care facility receiving no federal funds that places children in adoptive or foster family homes under the Alabama Child Care Act of 1971.

• Ensures that one agency's refusal to make a placement cannot limit another agency's ability to place the same child.

• Provides aggrieved agencies access to remedies under the Alabama Administrative Procedure Act plus all rights and defenses available under the First Amendment and Alabama Religious Freedom Amendment.
