• Class 5 municipalities may establish the position of certified animal control officer by local ordinance, operating under the supervision of the chief of police.

• The chief of police or designee certifies and may revoke animal control officer certification, and must establish minimum standards for training and experience requirements.

• Municipalities may establish civil penalties for violations of local animal control ordinances governing treatment, care, well-being, and safety of animals, with maximum penalties not exceeding $1,000 per violation.

• Certified animal control officers authorized by ordinance may issue citations for violations via certified mail or personal service.

• Municipal courts have authority to hear appeals and enforce civil penalties issued under this section.
