Amends Section 32-6-640 of the Code of Alabama 1975 to add the certification of military service form NA 13038 as an acceptable document for proving service when applying for a distinctive U.S. Marine Corps license plate.

Allows active, retired, or honorably discharged U.S. Marine Corps members to submit NA 13038 form in addition to existing accepted documents: military identification card, leave and earnings statement, or DD214 form.

Maintains existing fee structure: active members pay $3 additional fee in the year the license plate is issued, while retired and honorably discharged members pay $25 annual additional fee.

License plates remain valid for five years and may be replaced with either conventional or new U.S. Marine Corps plates.

Becomes effective on the first day of the third month following passage and approval by the Governor.
