Establishes the Military Stability Program within the State Treasury to support retention and expansion of Alabama's military installations.

Commission distributes program funds to recipients submitting acceptable plans demonstrating how local areas would be affected by military installation realignment or closure and detailing public projects funded by local sources to protect those areas.

Recipients must provide materials showing impact of potential realignment or closure, a spending plan using local funds for necessary public projects, and a certificate from at least one local governmental entity validating the submission if the recipient is not itself a governmental entity.

Commission monitors fund expenditures for compliance and considers misuse of funds when determining future awards to recipients or certifying local governmental entities.

Commission must submit an annual report to the Legislature no later than the 15th legislative day of the regular session following any year in which appropriations were made or funds were disbursed.
