SB220 Summary

• Grants preferred vendor status (Priority #4) to state-located businesses owned by veterans deployed to Afghanistan or Iraq during Operation Enduring Freedom or Operation Iraqi Freedom, allowing awarding authorities to award contracts to these vendors if bids are no more than 5% above the lowest responsible bidder.

• Expands Division of Purchasing authority to enter into joint purchasing agreements to include services in addition to goods and child support services.

• Allows multiple purchase contracts to be awarded for services when technical compatibility or operational requirements necessitate multiple awards.

• Authorizes cities and county governments to participate in the state fleet fuel card program administered by the Division of Purchasing, subject to program terms and conditions but not otherwise subject to state purchasing provisions.
