• Amends Section 17-4-30 of the Alabama Code to revise voter address update procedures beginning in February 2021, replacing the previous January 1997 start date and every fourth-year mailing cycle.

• Authorizes the Secretary of State and local boards of registrars to use change-of-address information provided by the United States Postal Service through its licensees to identify registered voters whose addresses may have changed.

• Requires boards to send forwardable notices with postage-prepaid return cards to voters within 90 days of identifying potential address changes, allowing voters to verify or correct their address information.

• Establishes procedures for handling voters in three scenarios: those moving within the same board's jurisdiction (address updated automatically), those moving to a different board's jurisdiction, and those moving out of state.

• Provides that voters who fail to respond within 90 days are placed on an inactive list and removed from eligible voter rolls if they do not vote in the two federal elections following the notice.
