Amends Section 23-6-1 of the Alabama Code to expand the definition of "Industrial Access Roads and Bridges" to include planning, design, and construction of roads and bridges providing access to active military installations or property used primarily for military purposes.

Extends industrial access fund eligibility to qualifying projects that conduct activities specified in Section 40-18-372, provided they create a specified number of full-time jobs.

Allows use of industrial access funds for costs associated with necessary right-of-way and utility activities for the expanded categories of eligible projects.

Becomes effective on the first day of the third month following passage and approval by the Governor.

Passed the Senate on March 16, 2017 with a vote of 29-0.
