Creates the Alabama Job Creation and Military Stability Commission with the Lieutenant Governor as chair and the Senate President Pro Tempore and House Speaker as vice chairs.

Commission membership includes 2 House members, 2 Senate members, the Adjutant General, Secretary of State Law Enforcement Agency, Secretary of Commerce, Director of Economic and Community Affairs, 4 retired senior Armed Forces members (one for each major military facility), and 4 civic leaders with military relocation experience.

Commission shall study and evaluate all Department of Defense personnel, assets, equipment, infrastructure, and civilian contractors in Alabama, including the economic impact on communities and job creation effects.

Members serve 4-year terms and may be reappointed indefinitely; commission must meet at least annually and provide annual reports to the Legislature beginning in 2018.

Commission is supported by the Military Stability Foundation, a nonprofit corporation incorporated in 2011, whose documents are exempt from public disclosure as a matter of public interest.
