SB26 Summary

• Revises penalties for violations of Stage II restricted driver's license restrictions to include license revocation, reversion to Stage I learner's permit for six months, a $250 fine plus court costs, and assessment of two points on the driving record.

• Stage II licensees (age 16 or age 17 with less than six months of licensure) cannot operate vehicles between midnight and 6:00 a.m. unless accompanied by a parent/guardian or licensed driver age 21+, driving to work/school/religious events, or responding to emergencies.

• Stage II licensees cannot have more than one passenger in the vehicle and cannot operate handheld communication devices nonessential to vehicle functioning.

• Establishes a new offense making parents, legal guardians, or other adults who knowingly allow Stage I or Stage II licensees to violate license restrictions subject to a $500 fine plus court costs.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
