Requires transportation network companies (TNCs) to obtain a permit from the Public Service Commission and pay an annual fee of $5,000 to operate in Alabama.

Establishes safety and consumer protection requirements for TNC drivers and vehicles, including criminal background checks, driving history reviews, and prohibitions on drivers with felonies, certain moving violations, or sex offender registry matches within the past seven years.

Classifies TNC drivers as independent contractors rather than employees if the TNC does not prescribe specific working hours, prohibit use of competing networks, restrict other occupations, and has a written independent contractor agreement.

Prohibits counties, municipalities, and local authorities from imposing taxes, business licenses, or operational requirements on TNCs or drivers, though municipalities may prohibit TNCs from operating within their corporate limits by ordinance.

Requires TNCs to provide fare transparency, maintain service of process agents in the state, implement nondiscrimination policies based on destination and protected characteristics, and maintain trip records for at least one year.
