• Exempts electors with religious objections to being photographed from Alabama's voter photo identification requirement if they execute an affidavit of identity under penalty of perjury on a form prescribed by the Secretary of State.

• Requires the affidavit form to be provided by county or municipal election officials at the polls.

• Maintains all other voter photo identification requirements, including valid driver's licenses, state ID cards, passports, military IDs, student/employee IDs, and tribal identification cards.

• Preserves existing exemptions for absentee voters covered by federal law and allows provisional ballots for those unable to meet identification requirements.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
