• Authorizes public nonfailing schools to rescind the transfer of students from failing schools who create discipline or conduct problems, provided the school follows due process requirements.

• Prohibits discrimination in transfer rescission decisions based on race, gender, religion, color, disability status, or ethnicity of the student or parent.
