• Allows designated beneficiaries other than spouses to receive benefits from the Clerks' and Registers' Supernumerary Fund upon a supernumerary official's death, receiving 100 percent of contributions plus 75 percent of accrued interest.

• Permits supernumerary officials to change their beneficiary designation (spouse or other named beneficiary) following the process and procedure of the Employees' Retirement System of Alabama.

• Allows circuit clerks and registers to opt out of fund participation and receive 100 percent of their contributions plus 75 percent of accrued interest.

• Makes participation in the Clerks' and Registers' Supernumerary Fund optional rather than mandatory by changing "shall" to "may" for officials electing to contribute.

• Directs remaining fund balances after all participant obligations are satisfied to revert to the Administrative Office of Courts for the benefit of Court Specialists statewide.
