Amends Act 2015-264 to clarify that a $30 one-time service of process fee applies to each document requiring personal service by the Montgomery County Sheriff, whether matters are pending or to be commenced in Montgomery County courts or courts outside Montgomery County.

Divides fee collection between the circuit clerk (10% retained for office operations) and Montgomery County Commission (90% deposited in county general fund).

Exempts fee collection if the court finds payment would create substantial hardship, requiring a verified statement from the requesting party and court approval.

Exempts the district attorney, law enforcement, and grand juries from payment of the service of process fees.

Takes effect on the first day of the third month following passage and approval by the Governor, or upon becoming law.
