Appropriates $882,997 from the Education Trust Fund to Talladega College for the fiscal year ending September 30, 2018.

Requires submission of an operations plan for fiscal year 2018 with goals and measurable performance indicators, approved by the Director of Finance, before funds are released.

Requires submission of an audited financial statement for fiscal year 2016 operations before funds are released.

Mandates quarterly reports to the Director of Finance comparing actual expenditures and accomplishments to planned amounts, plus an end-of-year performance report for fiscal year 2018.

Becomes effective October 1, 2017, and requires the Director of Finance to forward all reports to the Legislative Council.
