Appropriates $310,276 from the Education Trust Fund to Lyman Ward Military Academy in Camp Hill, Alabama for fiscal year ending September 30, 2018.

Appropriation is subject to the Budget and Financial Control Act (Code of Alabama 1975, Sections 41-4-80 et seq.) and The Budget Management Act of 1976 (Sections 41-19-1 et seq.).

Requires submission of an operations plan for fiscal year 2018 with goals and measurable performance indicators, approved by the Director of Finance, before funds are released.

Requires submission of an audited financial statement for fiscal year 2016 operations prior to fund release.

Requires quarterly reports comparing actual expenditures and accomplishments to planned amounts, and an end-of-year performance report detailing work accomplished, services provided, and costs with meaningful program effectiveness measures.

Director of Finance must forward all required reports to the Legislative Council.

Act becomes effective October 1, 2017.
