Appropriates $10,595,439 from the Education Trust Fund to Tuskegee University for fiscal year ending September 30, 2018, for support and maintenance of the educational program.

Designates at least $2,000,000 of the appropriation specifically for agricultural research and extension service state match.

Requires submission of a fiscal year 2018 operations plan with goals and measurable performance indicators, and an audited financial statement for fiscal year 2016, prior to release of any funds.

Mandates quarterly reports to the Director of Finance comparing actual expenditures to planned expenditures, and an end-of-year performance report detailing work accomplished, services provided, and program effectiveness measures.

Becomes effective October 1, 2017.
