• Establishes the High Performance Principals Program as a voluntary financial incentive program providing annual salary supplements to elementary school principals who improve student achievement.

• Participating principals are eligible for annual salary supplements up to $12,000 per year based on year-over-year improvements in standardized test scores and the number of state-allocated teacher units at their school.

• Principals may participate for up to three consecutive years with a lifetime limit of five years; they must certify their primary focus will be academics and delegate operational duties to assistant principals or other staff.

• Participating principals must submit monthly written reports to local boards of education and the State Superintendent, make monthly presentations to their local board, and receive training on student achievement methodologies to share with teachers.

• The State Board of Education establishes program rules and methodology; the Legislature must appropriate up to $5,000,000 annually for salary supplements; supplements do not count as regular compensation for any purpose.
