• Authorizes the Medicaid Agency to file claims against deceased recipients' estates for medical assistance payments, with claims supported by affidavits from the Commissioner or designee serving as prima facie evidence.

• Allows the Medicaid Agency to hold title to real property, but requires Commissioner approval via signed memorandum recorded with the deed for any property transfers to be valid; effective the first day of the third month following passage.
