Amends Section 13A-10-15 of the Alabama Code to expand the definition of making a terrorist threat to include threats to commit crimes of violence against churches, synagogues, mosques, other religious real property, and public or private schools.

Defines "property" to specifically include religious buildings and schools, and establishes detailed definitions for "threaten" requiring the statement be unequivocal, unconditional, immediate, and specific, causing sustained fear in the person threatened.

Defines "weapons of mass destruction" to include destructive devices, chemical weapons, biological agents, and radiation weapons as specified in federal law.

Classifies the crime of making a terrorist threat as a Class C felony.

Becomes effective on the first day of the third month following passage and gubernatorial approval, and is exempt from Amendment 621 constitutional requirements because it defines or amends an existing crime.
