• Eliminates the base distribution component from 911 Fund allocations to districts, making per capita distribution the sole distribution method.

• Redistributes 911 Fund revenues to districts monthly based exclusively on population (per capita basis) rather than a combination of base and per capita amounts.

• Maintains the existing 911 Fund structure where up to 1% of statewide charges are deducted for administrative expenses and hardship grants before distribution to districts.

• Preserves minimum payment guarantees to districts equal to their initial base distribution amounts plus any CMRS Fund receipts from fiscal year ending September 30, 2011.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
