Amends Section 41-16-52 of the Code of Alabama 1975 to add an exemption from competitive bidding requirements for repairs obtained from manufacturer-authorized dealers or service centers for heavy duty equipment and vehicles over 25,000 pounds gross weight.

Existing law allows counties, municipalities, and instrumentalities (including waterworks boards) to avoid competitive bidding for equipment repairs up to $15,000 per incident; this bill expands that exemption to include any repairs obtained from authorized dealers or service centers regardless of cost.

Applies to repair parts and repairs for heavy duty off-highway construction equipment and vehicles over 25,000 pounds used by county and municipal highway, street, and sanitation departments.

Requires governing boards, bodies, and instrumentalities to reference this section on purchase orders and either obtain official prior approval or follow a formal policy setting conditions and restrictions for exercising this exemption option.

Takes effect immediately upon passage and approval by the Governor.
