Amends Section 12-14-5 of the Alabama Code to require municipal judges to release defendants charged with municipal violations punishable by fine or imprisonment on either an unsecured appearance bond (not exceeding $1,000) or personal recognizance.

Defines personal recognizance as release without any security deposit and unsecured appearance bond as an undertaking to pay a specified sum only upon failure to comply with bond conditions.

Requires defendants released on personal recognizance or unsecured bonds to be issued a citation and released no later than completion of the booking process.

Creates exceptions allowing detention if a preliminary determination finds the person poses a real and present danger to others or will not reasonably assure court appearance, with a hearing required within 48-72 hours depending on arrest type.

Exempts domestic violence charges and driving under the influence charges from these release requirements, requiring judges to follow separate procedures under existing state law.

Becomes effective on the first day of the third month following passage and approval by the Governor.
