Authorizes the City Council of Greensboro in Hale County to permit the sale of draft or keg beer by properly licensed retail licensees serving the general public through local ordinance.

Allows the city council to establish regulations for draft and keg beer sales at the local level rather than imposing statewide requirements.

Becomes effective on the first day of the third month following passage and approval by the Governor.
