Establishes the crime of falsification of a drug test, making it illegal to use or possess a substance or device with the intent to falsify drug test results, including adulterated, substituted, or synthetic urine.

Makes it illegal to sell synthetic urine, defined as a product or substance designed to falsify drug test results for a human being.

Creates an exception allowing sale of synthetic urine for bona fide educational, medical, or scientific purposes, with sellers required to maintain documentation of the purpose for each sale for at least five years.

Classifies both falsification of a drug test and sale of synthetic urine as Class A misdemeanors.

Becomes effective on the first day of the third month following passage and approval by the Governor.
