Amends Section 8-19A-4 of the Alabama Telemarketing Act to clarify exemptions for persons primarily soliciting newspaper, periodical, and magazine sales.

Specifies that including a gift package or offering a magazine as part of a membership does not disqualify a solicitation from the telemarketing exemption.

Establishes that solicitations for magazines approved under Internal Revenue Code Section 455 for income deferral purposes qualify for the exemption when the Internal Revenue Service accepts the election as proper.

Becomes effective immediately upon passage and approval by the Governor.
