Amends Section 45-30A-50.03 of the Code of Alabama 1975 regarding the civil service board for the City of Russellville in Franklin County.

Changes board member compensation from a fixed $200 per month to a salary to be set by the city council.

Maintains the five-member board composition with designated places and specified term lengths (Place No. 1: two years; Place No. 2: four years; Place No. 3: six years; Place No. 4: four years initially; Place No. 5: six years; thereafter six years).

Requires board members to be city residents, prohibits employment by the city or holding elective public office, and requires the governing body's approval for board actions.

Becomes effective on the first day of the third month following passage and gubernatorial approval.
