Require all traffic fatalities to be investigated by a law enforcement officer certified as a traffic homicide investigator by the Alabama State Law Enforcement Agency (ALEA).

Certified traffic homicide investigators must be trained in crime scene management, roadway mark identification, crime scene measurement, scale diagramming, evidence collection, post-crash vehicle inspection, speed analysis, and interviewing.

Allow neighboring counties or municipalities to provide a certified traffic homicide investigator at no cost if the incident occurs in a jurisdiction lacking one.

Require ALEA to provide a certified traffic homicide investigator at no cost if a neighboring jurisdiction does not provide one.

Authorize the ALEA Secretary to adopt rules for implementation, with an effective date of January 1, 2018.
