SB4 Summary

• Creates the Legislative Services Agency effective October 1, 2017, consolidating the Legislative Reference Service, Legislative Fiscal Office, and Alabama Law Institute under one director appointed by the Legislative Council.

• Establishes three divisions within the agency: Legal Division (headed by Deputy Director, Legal), Fiscal Division (headed by Deputy Director, Fiscal), and Law Revision Division (headed by Deputy Director, Law Revision after consultation with the Alabama Law Institute Council).

• Transfers all papers, books, materials, furnishings, funds, personnel, and property of the three predecessor entities to the new agency on October 1, 2017.

• Expands Legislative Council authority over legislative operations including budget approval, space allocation, security, technology management, and human resources functions for legislative staff.

• Provides legislative staff privilege and confidentiality for communications regarding legislation and the legislative process under Section 56 of the Alabama Constitution, and requires notification to the Legislative Council when litigation involves joint legislative operations, budget process, or revenue sources.
