Amends Section 11-91A-2, Code of Alabama 1975, to add the Care Assurance System for the Aging and Homebound and its affiliated local centers to the list of entities authorized to participate in the Local Government Health Insurance Program, subject to board acceptance.

Expands the program to include specific named organizations including the Care Assurance System entity alongside existing participants such as counties, municipalities, Easter Seals Alabama, Alabama State University, and various nonprofit organizations.

Maintains existing program requirements that participation agreements require board acceptance and can only be revoked through formal resolution submitted by certified mail at least six months before the intended withdrawal date.

Becomes effective immediately upon passage and approval by the Governor, or upon otherwise becoming law.
