Amends Section 12-19-70 of the Code of Alabama 1975 to modify docket fee waiver procedures in civil cases filed in circuit or district court.

Specifies that a pleading accompanying a verified statement of substantial hardship shall be considered filed on the date the hardship statement is filed with the court.

Requires the court to make a written finding if the party claiming hardship has resources to pay the docket fee without substantial hardship.

Provides that if the court denies the hardship claim, the party has 30 days to submit payment or the case will be dismissed for lack of jurisdiction.

Becomes effective immediately upon passage and approval by the Governor.
