• Prohibits imposition of the death penalty on any person who was less than 18 years of age at the time of committing a capital offense.

• Codifies the legal principle that minors are prohibited from certain activities including possessing weapons, working during school nights, voting, serving on juries, and entering binding contracts.

• Aligns Alabama law with existing U.S. Supreme Court rulings under the Eighth and Fourteenth Amendments that prohibit capital punishment for defendants under 18.

• Takes effect immediately upon passage and approval by the Governor or otherwise becoming law.
