SB54 Summary

• Suspends, but does not terminate, Medicaid eligibility for county jail inmates and juveniles under juvenile court jurisdiction who are otherwise eligible for Medicaid benefits.

• Temporarily reinstates Medicaid eligibility for county inmates or juveniles receiving inpatient medical care in a medical institution for more than 24 hours.

• Requires county commissions to reimburse the Medicaid Agency for the full amount of any federally required state match costs for inpatient services provided to eligible inmates and juveniles.

• Mandates the Medicaid Agency, in consultation with the Association of County Commissions of Alabama, develop and implement a centralized information-sharing process by October 1, 2017, including county identification of eligible inmates, notification procedures, reimbursement processes, and release notifications.

• Becomes operative January 1, 2018, with the bill effective immediately upon passage and gubernatorial approval.
