Amends and readopts Act 2016-480 to continue the Joint Legislative Task Force on Budget Reform with membership of 7 senators and 7 representatives to examine state budgeting structure and recommend reforms.

Task force shall evaluate changes to budgeting practices including adjustments to Education Trust Fund and General Fund processes, performance reviews of state entities, unearmarking of funds, and review of tax credits and exemptions costing approximately $4.5 billion annually in foregone revenue.

Task force shall identify areas to provide tax relief to Alabama families and submit an interim report by the final day of the 2017 Regular Session and a final report by the fifth legislative day of the 2018 Regular Session.

Task force members shall meet monthly and receive regular legislative compensation, per diem, and travel expenses in accordance with Amendment 871 of the Alabama Constitution; the task force shall dissolve following submission of the final report.
