SJR68 Summary

• Creates the Alabama Commission on Railway Safety to review current railroad safety laws, regulations, and procedures and recommend improvements to promote public railway safety and traffic flow.

• Commission membership includes 12 categories of representatives: state agency directors, local law enforcement officers, firefighters, municipal and county government officials, railroad industry representatives, and Operation Lifesaver-Alabama.

• Commission shall perform a complete review of state laws regarding railway transport and highway traffic flow, recommend improvements to railway safety and traffic flow, and recommend legislation to improve safety at highway-railroad crossings.

• Appointments must be made within 30 days of the effective date, with the first meeting held no later than August 1, 2017, and the commission shall elect a chair, vice chair, and other officers at that meeting.

• Commission must submit its findings and recommendations in writing to the Legislature no later than the fifth Legislative day of the 2018 Regular Session, at which time the commission shall be dissolved.
