• Creates the Alabama Community College Advisory Council on Outcome-Based Funding to develop an outcome-based funding model for Education Trust Fund appropriations to community and technical colleges.

• Council consists of seven members: the Chancellor of the Alabama Community College System, two board trustees, the Executive Director of the Alabama Commission on Higher Education, and one member each appointed by the Speaker of the House, President Pro Tempore of the Senate, and the Governor.

• Requires the funding model to align institutional funding with statewide education priorities through productivity metrics and incentives for student success, institutional collaboration, and completion of educational goals.

• Specifies the model must incorporate metrics on effectiveness, affordability, and efficiency including differences in institutional missions, student completion rates, transfer success, service to underrepresented students, and production of graduates in science, technology, engineering, mathematics, and high-demand fields.

• Council must report findings and recommendations to the Governor and relevant legislative committees by January 1, 2018, at which point the council dissolves.
