Designates the portion of Highway 31 in Escambia County between Brewton and Flomaton as the Sergeant William Wayne Seay Memorial Highway.

Sergeant William Wayne Seay was born in Brewton, Alabama on October 24, 1948, and died in combat on August 25, 1986, in TayNinh, Vietnam.

Seay was posthumously awarded the Congressional Medal of Honor for his heroism in saving fellow soldiers' lives during a resupply mission when his convoy was ambushed, including twice returning armed enemy grenades to North Vietnamese positions before being mortally wounded by a sniper.

The Veterans of Foreign Wars Post 7016 in Atmore, Alabama requested the highway naming to memorialize Seay's dedicated service to Alabama and the United States.

Requests appropriate officials to place and maintain signs or markers designating the memorial highway.
