Establishes a special order calendar for the 5th Legislative day of the 2017 Regular Session only, giving listed bills precedence over all other matters until disposed of.

Includes SB123, the Accountability Act of 2013, sponsored by Senator Marsh.

SB123 increases the cap on income tax credits and creates a credit against utility gross receipts tax liability for donations to scholarship granting organizations.

SB123 requires audits of scholarship granting entities and amends multiple sections of law (Sections 16-6D-3, 16-6D-4, 16-6D-6, 16-6D-8, and 16-6D-9).
