Make female genital mutilation of individuals under age 19 a Class B felony, defined as circumcising, excising, mutilating, or infibulating the labia majora, labia minora, or clitoris.

Criminalize knowingly committing the act, and criminalize parents, legal guardians, or custodians who knowingly consent to or permit another to perform the procedure.

Criminalize knowingly removing or permitting removal of a female under 19 from Alabama for the purpose of committing female genital mutilation.

Exclude medical procedures determined by a licensed physician to be medically necessary for the female's health, with a second physician concurrence required except in emergencies, or procedures connected to labor or birth.

Specify that religious, cultural, ritual, or customary practices are not valid defenses, and that the bill becomes effective immediately upon passage and approval.
