Proposes constitutional amendment to Section 63 of Article IV of the Alabama Constitution of 1901 to remove the requirement that every bill be read at length before final passage.

Retains requirement that the short title of every bill be read on three different days in each house.

Allows bills to bypass full reading requirement if dispensed with by unanimous consent of the legislature.

Amendment becomes effective upon approval by majority of qualified electors voting in a statewide election held under Alabama Constitution Sections 284 and 285.

Election ballot shall describe amendment as "removing the requirement that every bill be read at length prior to its final passage."
