Increases the maximum fine for attorneys who give money to encourage litigation from $1,000 to $10,000.

Increases the maximum imprisonment term for such attorneys from six months to one year at the discretion of the court.

Applies the same penalty increases to persons who receive compensation from attorneys for procuring clients or placing demands for legal action.

Disbarment remains a mandatory penalty in addition to fines and potential imprisonment for violating attorneys.

Becomes effective on the first day of the third month following passage and approval by the Governor.
