AL HB140

Amends Section 32-6-233.1 of the Alabama Code to allow drivers to use disability accessible parking spaces if either the driver or a passenger lawfully holds a distinctive special long-term access or long-term disability access license plate, placard, or temporary disability placard.

Makes the display of fine amounts on disability parking signs optional rather than mandatory; signs may contain the amount of the fine for first offense violations but are no longer required to do so.

Establishes minimum fines of $50 for first offense, $200 for second offense, and $500 for third or subsequent offenses, with second and subsequent offenders required to perform minimum 40 hours of community service.

Authorizes municipal, county, and state law enforcement officers to enforce the law, verify eligibility, tow illegally parked vehicles, and ticket vehicles parked on access aisles (5-8 feet wide hash-marked spaces adjacent to accessible parking).

Directs distribution of collected fines between local or state law enforcement agencies and the State Treasury for support of trial courts and the Department of Mental Health's Individual and Family Support Program.
