HB 147 Summary

• Authorizes Class 4, 5, 6, 7, or 8 municipalities with mayor-council government to adopt council-manager government with a council composed of either five or seven members.

• Establishes that council composition includes one mayor elected at-large and either four or six additional council members elected at-large or from single-member districts, as determined by municipal resolution.

• Requires municipalities with existing single-member districts to continue that election structure when adopting council-manager form, maintaining either four or six district-based council members.

• Creates a mayor pro tempore position to be elected by council majority vote for municipalities organized under this section; mayor pro tempore acts as mayor during absences and fills mayoral vacancies.

• Modifies vacancy-filling procedures to require affirmative vote of a majority of elected council members for filling vacancies in municipalities organized under the new section.

• Becomes effective on the first day of the third month following passage and gubernatorial approval.
