• Changes the Commissioner of Conservation and Natural Resources' authority from "may" to "shall" issue annual game breeder's licenses to properly accredited persons, firms, corporations, or associations for raising protected game birds, animals, or fur-bearing animals.

• Criminal penalties under Section 9-11-31.1 now apply only to persons who intentionally violate game breeder licensing requirements, including willfully failing to obtain a license or falsifying records.

• First offense penalties: misdemeanor fine of $500-$2,000 and possible revocation of license privileges for up to two years.

• Second offense within five years: fine of $1,000-$2,000 and license revocation for up to two years.

• Third or subsequent offenses within five years: fine of at least $2,000, permanent license revocation, disposal of all stock, and permanent ineligibility for officers or partners of the violating entity to hold future licenses.
