Applies exclusively to the municipality of Excel in Monroe County to authorize operation of low-speed vehicles on municipal roads and streets under limited circumstances and conditions.

Municipal governing body may determine by ordinance which roads and streets permit low-speed vehicle operation.

Low-speed vehicles must only be operated by licensed drivers during daylight hours (sunrise to sunset) unless the municipality authorizes nighttime operation with proper lighting equipment.

Low-speed vehicles must meet federal and state safety standards under 49 C.F.R. Section 571.500, have a 17-digit vehicle identification number, possess required safety certifications and decals, and carry current license plates.

Low-speed vehicles may cross state highways only at intersections with designated municipal streets if the state Department of Transportation approves the crossing location and design for safety.
