• Amends Alabama's Move Over Act to expand the types of vehicles requiring other drivers to move over or slow down, adding utility service vehicles and vehicles displaying flashing lights engaged in official duties.

• Requires drivers on multi-lane highways to vacate the lane closest to covered vehicles or slow to 15 mph below the posted speed limit if unsafe to move over.

• Requires drivers on two-lane roads to move as far away as possible and reduce speed to 15 mph below the posted limit (or 10 mph if posted limit is 20 mph or less).

• Establishes misdemeanor penalties: $25 fine for first violation, $50 for second violation, and $100 for third or subsequent violations.

• Directs the Department of Public Safety to conduct an educational awareness campaign and include information about the act in newly printed driver's license educational materials.
