• Increases Alabama Workforce Council appointed members from 2 to 14, with appointments made by the Governor to reflect racial, gender, geographic, urban, rural, and economic diversity.

• Adds six new ex officio members to the council: Executive Director of Alabama Commission on Higher Education, Secretary of Labor or designee, Chair of the Alabama Workforce Innovation and Opportunity Act Board, and a rotating Executive Director from regional workforce development councils.

• Requires at least 75 percent of voting council members be employed by business and industry, with at least two individuals from each regional workforce development council region.
