• Expands Home Builders Licensure Board authority to include residential roofers when roofing project costs exceed $2,500, in addition to existing $10,000 threshold for home builders.

• Increases administrative fines for violations from $2,000 to $5,000 per violation and authorizes the board to collect actual hearing costs for disciplinary actions.

• Allows the board to set by rule (rather than statute) the cap on Homeowners' Recovery Fund payments to aggrieved homeowners injured by licensee violations.

• Authorizes the board to revoke licenses or refuse new licenses to licensees and related qualifying representatives who fail to pay judgment claims from the Homeowners' Recovery Fund.

• Effective date is the first day of the third month following passage and approval by the Governor.
