Amends Section 13A-6-3 of the Alabama Code to add a new form of manslaughter: selling, furnishing, giving away, delivering, or distributing a controlled substance in violation of law when the recipient dies as a proximate result of using that substance.

Classifies this offense as a Class B felony, the same classification as unlawful distribution of a controlled substance under existing law.

Requires the controlled substance to be distributed in violation of subsection (a) of Section 13A-12-211 and establishes that death must be a proximate result of the substance's use.

Becomes effective on the first day of the third month following passage and approval by the Governor, or upon otherwise becoming law.

Exempts the bill from Amendment 621 constitutional requirements regarding local expenditures because it defines a new crime or amends the definition of an existing crime.
